Settlement systems and instant payments

Instant payments are now the default expectation in Europe and the UK. EU rules required euro-area banks to receive instant euro transfers from January 2025 and send them from October 2025, completed within 10 seconds at no more than the price of a standard transfer and with payee verification; payment and e-money institutions follow by April 2027. In the UK, Faster Payments runs 24/7 and non-bank payment firms can hold Bank of England settlement accounts. Cross-border linkages of domestic systems, such as India's UPI, are expanding bilaterally.

Euro instant payments

Regulation (EU) 2024/886 made instant euro credit transfers compulsory for payment service providers that offer standard euro transfers: euro-area providers had to receive them by 9 January 2025 and send them by 9 October 2025, with later dates in non-euro Member States. Funds must reach the payee within 10 seconds, charges may not exceed those for standard transfers, and a verification-of-payee service must be offered before authorisation. Payment and e-money institutions in the euro area must comply by 9 April 2027.

SEPA schemes cover the whole EU and also countries including the UK, Switzerland and Norway, but the EU's instant payment obligations bind only EU providers.123456

UK systems and cross-border links

In the UK, Faster Payments provides near real-time payments 24/7 and settles net in the Bank of England's RTGS system three times a business day, while CHAPS handles high-value, irrevocable payments. FCA-authorised e-money and payment institutions can hold RTGS settlement accounts, giving them direct access rather than relying on a bank.

Domestic instant systems are being linked across borders bilaterally. The RBI and Nepal Rastra Bank have agreed terms to connect India's UPI with Nepal's National Payments Interface.78910
